After a surge in Corona positive cases throughout the whole country, on 28th April Prime Minister Narendra Modi said in a televised speech that a lockdown should be used as the last resort focusing upon micro containment zones. Just after 6 days on 26th April, India’s Home Ministry asked all the states to implement strict steps for large containment areas in hard hit districts which would be limited only for 15days. According to the Director General of Indian Council of Medical Research(ICMR) Mr. Balaram Bhargava; districts reporting a high number of infection should be conscious of the consequence for which lockdown restirctions should remain in all places of all districts where the rate of infection is above 10% of those tested.It is needless to tell,currently 3/4th of country’s718 districts have a taste positivity rate above 10% which includes major cities like Newdelhi, the capital of India, Mumbai,the economical capital of the country and the technical hub,Bengaluru. This version of a senior government official like Dr.Bhagarava give hints, there is need to continue lockdown to overcome the present crisis. On the other hand, there is nothing new that the central government remained at a distance from imposing nation-wide lockdown only because of its economic impact for which it has been left to all states. Many states introduced different restriction on economic activities and citizens movement to break the chain and it may be extended in most cases by reviewing on a fortnightly basis. But according to Dr.Bhargava wherever the positive rate is higher, there shutdown should remain . When the positive graph will come down to 5%, there shutdown can be lifted.In addition to it , he told also that won’t happen in 6-8 weeks. Even the scientist told quoting the present condition of Delhi where the positive rate has now fallen to about 17% from around 35% also will be more hazardous if it will be opened tomorrow. Covid pandemic is going through second phase when daily positive cases are around 350, 000 and daily death rate is around 4000. If Dr.Bhargav is right, then whom should we held responsible for the growing number of positive and death cases? Is it political parties or its leaders or political meeting without social distance and mask?
