Lucknow, The Uttar Pradesh government has commenced consultation and discussions for major revamping of the selection process for state employees of category B and C, with proposed five-year contractual services at the start.Though the proposal was at the primary level and the government has asked all the departments to give its suggestions on the new formula, but the opposition parties along with trade unions are certain to oppose the new planning of the state government.However, official sources said here on Sunday that the proposal was just in a primary stage and now such decision has been taken yet. But sources hinted that government has already prepared a proposal and it could be placed before the state cabinet. An Ordinance is likely to be approved to introduce this new system.According to the new appointment guidelines under consideration before the state government was that the state employees will be appointed for first 5 years on contract and after strict scrutiny, they will be made permanent. These contractual employees would not get allowances and other benefits like the permanent employees and their wages would be a fixed one as fixed by the government.”During the five year contractual job, the employees will have to pass through critical scrutiny and they will have to get at least 60 per cent marks on different aspects. If in all the 5 years they pass, the test with first division, then only they will be considered for permanent job,” sources said.The six monthly assessment of the employees would be done by a committee at the department level. The assessment would be made on Measurable Key Performance Indicator (MKPI) which will include the attendance and timely performance of the employee, discipline, patriotism and morality.Every six month the report of the said employee would be assessed and if after one year they do not found up to the mark then, they will be shown the doors.All employees , except the officers selected in the PCS, PPS and PCS(J) would not be included in the new appointment policy. But the people who will get job on the compensate ground will also have to pass through such tests and they too will be employed on contractual basis.At present, there are around 9 lakh Group B and C employees in the state.
